بسم الله الرحمٰن الرحيم 

🌙 IS IT PERMISSIBLE TO FAST RAMADAN IF THE HILAL (NEW MOON) HAS BEEN SIGHTED BUT THE TESTIMONY IS REJECTED BY THE GOVERNMENT? 🌙

Shaykh Al-Albani (رحمه الله) said:

Abu al-Hasan al-Sindi stated in his commentary on Ibn Majah after mentioning the hadith of Abu Hurairah narrated by al-Tirmidhi:

"The apparent meaning is that these matters (determining the beginning of fasting and Eid) are not for individuals to decide, nor can they act independently in them. Rather, these matters are entrusted to the leader and the community, and individuals are obligated to follow the leader and the community. Based on this, if someone sees the crescent moon but the leader rejects his testimony, he should not determine these matters for himself. Instead, he must follow the community in this regard."

Shaykh al-Islam Ibn Taymiyyah (رحمه الله) said:

*"The condition for a crescent moon to be recognized as the beginning of the Islamic month is that it must be widely known among the people and accepted by them. If ten people see the crescent, but this sighting is not widely spread among the general population—either because their testimony is rejected or because they did not formally testify—then their ruling is the same as the rest of the Muslims. Just as they do not perform Wuquf (standing at Arafah during Hajj) or sacrifice (for Eid al-Adha) or perform the Eid prayer except with the Muslims, likewise, they do not fast except with the Muslims.

This is the meaning of the Prophet’s statement: ‘Your fasting is on the day you all fast, your breaking of fast is on the day you all break fast, and your sacrifice is on the day you all sacrifice.’

For this reason, Imam Ahmad (رحمه الله) said in his narration: 'One should fast with the leader and the Muslim community, whether the sky is clear or cloudy.'

Ahmad also said: 'Allah's hand is over the congregation.'
